The General Department of International Cooperation and Debt Management performs its function as an executive body unit of the Ministry of Economy and Finance with the mission of financial management of international cooperation and public debt with effectiveness, efficiency and sustainability;
The General Department of International Cooperation and Debt Management has the following duties:
- Prepare and negotiate all government’s agreements related to receipt of financial grant aid, borrowing, lending and on-lending as well as other financial obligations;
- Manage and coordinate the implementation of financing project of cooperation;
- Manage public debts;
- Collaborate with ministries, institutions in inspecting and monitoring implementation of the procedures for financed budget expenditure for cooperation;
- Carry out the financial provision for cooperation financing project as well as budget support fund and contribution budget expenditure;
- Engage in drafting annual financial law, adjustment law and budget settlement law;
- International economic and financial cooperation with relevant units, international financial institutions and other relevant partners;
- Perform various other work assigned by the leadership of the ministry;
The General Department of International Cooperation and Debt Management has 5 subordinate departments as follows:
- Department of General Affairs;
- Department of Bilateral Cooperation;
- Department of Multilateral Cooperation;
- Department of Debt Management;
- Department of Project Portfolio Management;
Each department is led by one director, attached by some deputy directors as assistants;
Each office is led by one chief, attached by some deputy chiefs as assistants;
