The Department of Bilateral Cooperation performs its function as an executive body unit of the General Department of International Cooperation and Debt Management in the area of economic and financial cooperation with bilateral development partners and various other work assigned by the leadership of the ministry;

The Department of Bilateral Cooperation has 2 subordinate offices as follows:

1. Office of Bilateral Cooperation 1;

The Office of Bilateral Cooperation 1 is in charge of economic and financial cooperation with Japan, Korea France and Germany as well as other countries outside the Asian region with the detailed duties stipulated in Article 16;

2. Office of Bilateral Cooperation 2;

The Office Bilateral Cooperation 2 is in charge of economic and financial cooperation with countries in the Asian region, except Japan and Korea, with the detailed duties stipulated in Article 16;

The Office of Bilateral Cooperation 1 and the Office Bilateral Cooperation 2 of the Department of Bilateral Cooperation undertake the work of economic and financial cooperation with their respective development partners, with the following duties:

  • Engage in preparation and implementation of policies and programs by obtaining cooperation financing;
  • Prepare revenue–expenditure plans together with budget support fund and contribution budget expenditure;
  • Engage with relevant ministries–institutions in conducting feasibility studies and preparation of project proposal for financing from development partners;
  • Cooperate with relevant ministries–institutions in managing and monitoring the implementation of the externally financed projects through settlement control and procurement work for the project being subject to procedure of the development partners and/or standards operating procedures for implementing all externally financed projects;
  • Regularly monitor and inspect the use of budget support fund and counterpart fund;
  • Manage development partners/budget support fund/counterpart fund financed projects’ accounts;
  • Prepare and negotiate all State’s Agreements with development partners in connection with the receipts and provisions of financial grant, borrowing, lending as well as other financial obligations;
  • Settle contribution [fees] for Cambodian membership in the United Nations and other international organizations and settle shares of investment in international financial institutions;
  • Engage in the process of preparation of public investment program, draft of annual financial law, adjustment law and budget settlement laws;
  • Control, from time to time, the procedures for management and implementation of projects financed by development partners such as common procedures for management of administration, finance and project procurement as well as other applicable procedures;
  • Make a registry of financial transactions of financing project by the development partners as well as budget support funds and counterpart fund;
  • Prepare relevant reports;
